The Indian Chemical Council (ICC) received the 2024 OPCW The Hague Award on November 25, 2024, at the 29th Conference of the States Parties (CSP) of the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague, Netherlands.

Organisation for the Prohibition of Chemical Weapons (OPCW)

It serves as the implementing body of the Chemical Weapons Convention (CWC).

It receives declarations from states-parties describing chemical weapons activities, materials, and relevant industrial activities.

The headquarters is in The Hague, Netherlands.

It is authorized to conduct inspections to ensure that signatory states are following the provisions of the Chemical Weapons Convention (CWC).

It reports its assessments and activities to the United Nations through the Secretary-General's Office.

 It received the Nobel Peace Prize in 2013 for its efforts to eliminate chemical weapons worldwide.

About ‘OPCW-The Hague Award’

It was founded in 2014 in partnership with the Municipality of The Hague. 

The award recognizes significant contributions made by individuals and organizations in academia, research, the chemical industry, and civil society to achieve a world free of chemical weapons. 

The recipient is given a medallion, a certificate, and part of the €90,000 award fund.

About Chemical Weapons Convention (CWC)

The CWC's main objective is to prohibit the use of chemical weapons and their large-scale development, production, stockpiling, or transfer, except for very limited purposes such as research, medical, pharmaceutical, or protective purposes. 

It came into effect in April 1997. 

It is managed by the Organisation for the Prohibition of Chemical Weapons (OPCW).

 It is signed by 193 states. Israel has signed but not ratified the CWC, while Egypt, North Korea, and South Sudan have not signed.

Key obligations of member states

Member states must prohibit the use of chemical weapons, destroy all existing chemical weapons, and ensure that all destruction activities are carried out with OPCW supervision.

The CWC prohibits the use of any toxic chemical as a weapon if its main intent is to cause death through toxic action, regardless of whether the chemical is classified as a controlled substance.

About Indian Chemical Council (ICC)

It was founded in 1938 and is the national body for all branches of the chemical industry, including organic and inorganic chemicals, plastics and petrochemicals, and petroleum refineries.

The Ministry of Commerce and Industry has authorized all ICC offices (in Mumbai, New Delhi, Kolkata, and Chennai) to issue Certificates of Origin to exporters.

It promotes chemical safety and security through its 'Responsible Care' (RC) program and the implementation of the Security Code of RC.

What Initiatives of the ICC recognized at the 2024 OPCW The Hague Award?

The ICC's initiatives, such as the Chemical Weapons Convention Helpdesks and the 'Nicer Globe' initiative for chemical transportation safety, helped it to gain recognition. 

Its 'Responsible Care' programme and the implementation of the Security Code of RC have significantly improved industry security and compliance.
