Context:

The Prime Minister's recent visit to Nigeria, Brazil, and Guyana offers an understanding of India's current foreign policy priorities.

The visit addresses India’s foreign policy priorities

Strengthening bilateral ties with countries in Africa, Latin America, and the Caribbean.

Engaging in multilateral diplomacy, especially at the G-20 summit in Brazil, discussing important global issues.

Promoting India’s leadership in various international platforms, focusing on global economic cooperation, trade, and development.

Nigeria

Nigeria is an important partner for India because of its growing international influence, as indicated by;

  • Its participation in the G-20 summit at India's invitation last year.
  • Nigeria has joined BRICS as a partner state.
  • It recently chaired the Economic Community of West African States (ECOWAS).

These factors, combined with shared values such as unity in diversity and democratic goals, make India and Nigeria natural partners.

What areas did India and Nigeria discuss for cooperation?

Trade and investment.

Education, energy, health, culture, and people-to-people ties.

New areas identified for future collaboration included: Agriculture, Urban transportation, Renewable energy, and Digital transformation.

The Indian Prime Minister received Nigeria's second-highest national honour, the "Grand Commander of the Order of the Niger" (GCON). Queen Elizabeth was the only foreign dignitary to receive the GCON in 1969.

Despite the strong political ties, only three memoranda of understanding (MoUs) were signed during the visit. The low number of agreements was most likely due to bureaucratic delays on the Nigerian end.

Brazil

The 19th G-20 summit was held in Rio de Janeiro, Brazil. The Global Alliance against Hunger and Poverty was launched to mobilize funds and share knowledge to address Hunger and Poverty at the global level.

While the G-20 maintained its previous commitments to sustainable development, no significant progress was made on the heated subject of climate finance.

On the sidelines of the summit, the Indian External Affairs Minister met with the Chinese Foreign Minister to discuss the next stage of the India-China cooperation, indicating progress in diplomatic relations between the two countries.

Guyana

Guyana holds strategic importance due to;

  • 40% of the population is of Indian origin.
  • Energy resources.
  • Role as an influential player in regional affairs in the Caribbean.

During the visit, decisions were made to expand cooperation in several sectors, including energy, defense, urban development, digital collaboration, education, and food security. 10 Memorandums of Understanding (MoUs) were signed to formalize these initiatives.

The Indian Prime Minister participated in the second India-CARICOM summit in Guyana, and proposed seven pillars to deepen cooperation, focusing on:

  • Capacity building.
  • Agriculture and food security.
  • Renewable energy and climate change.
  • Innovation, technology, and trade.
  • Cricket and culture.
  • Ocean economy.
  • Medicine and health.

The Prime Minister emphasized that these seven pillars aligned with the Caribbean nations' priorities and needs to ensure the collaboration became practical and beneficial to them.
