Bills in News: SC/ST Act sees rising cases due to awareness; Railways Amendment Bill to enhance efficiency; Boilers Bill to ensure safety standards across India.
According to the National Crime Records Bureau (NCRB) data, more than 67,000 cases of atrocities against Scheduled Castes (SC) and Scheduled Tribes (ST) were reported under the SC/ST Act in 2022, this is the highest number of cases registered under the Act in the last decade.
According to the Union Minister for Social Justice and Empowerment, the increasing number of cases filed under the SC/ST Act can be linked to increased awareness, wider publicity, and capacity building among police personnel.
The National Helpline Against Atrocities and a centrally sponsored program are operated by the Department of Social Justice and Empowerment to guarantee that the SC/ST laws are implemented effectively.
The National Commission for Scheduled Castes and Scheduled Tribes works to protect the rights of SCs and STs by promoting and protecting their social, economic, and cultural interests.

The Railways (Amendment) Bill, 2024, aims to amend the Railways Act, 1989, to improve operational efficiencies, decentralize powers, and establish an independent regulator for Railways.
It grants statutory powers to the Railway Board to streamline governance by empowering the government to determine the numerical strength, qualifications, and terms of service of Board members, including the Chairman.
It proposes decentralizing financial and operational decision-making within railway zones to manage their own budgets, infrastructure projects, and recruitment.
It aims to replace the Boilers Act of 1923 and clarify the provisions governing the manufacture, installation, use, and repair of boilers and their components to ensure safe operation.
It requires the registration and certification of boilers to ensure that they meet safety standards.
It empowers the state government to exempt specific areas from the application of some or all of the Act's provisions, allowing for greater enforcement flexibility.
The central government has the authority to establish the Central Boilers Board, which will issue regulations to implement the Act.
It empowers state governments to appoint inspectors to inspect and certify boilers.
