BONN CLIMATE MEET

Context

  • The meeting was 10-day intermediate session precursor to the COP conference which will happen in Dubai UAE.
  • However it underperformed in its agendas for the effective management of climate change.

Results of Bonn meeting

Global Stocktake

  • It is a process to assess and review the implementation of the Paris Agreement.
  • The technical discussions were not sufficient to create a framework or elements to be included in the stocktake exercise.
    • A clash of interest, on burden sharing, between developed and developing countries were seen. It was mainly over provisions related to finance and historical responsibility of Annex I countries regarding greenhouse gas emmissions. For instance Australia downplayed historical responsibility.
    • It was contested that non Annex-I countries are responsible for 57% of the carbon dioxide and emmissions of other gases likes methane, sulphur dioxide. Hence they contributed to 70% of the incremental warming
  • There were also concerns of pre-2020 commitments in the GST by developed nations like USA.

Mitigation Work Programme

  • It was set up in 2021 at COP26 in Glasgow
  • It is an emergency exercise focused only on increasing emission cuts and is temporary in nature.
  • There were no concluding agreement on this too as it was pointed that developed countries have not offered enabling funds, to the tune of US$ 6 trillion, and technology transfers.

Annex I countries

These are generally rich and developed nations.

These nations are included in Annexure I of the 1992 UN Framework Convention on Climate Change, or UNFCCC
