Context

12th Regional 3R & Circular Economy Forum in Jaipur brings global leaders together to discuss sustainable urban growth, resource efficiency & circular economy principles with India leading initiatives like Mission LiFE, Jaipur Declaration as well as CITIIS 2.0.

Cities Coalition for Circularity (C-3)

(C-3) is an international multi-city collaboration aimed at advancing circular economy principles in urban settings.

Cities from across the world including India, Japan & others are part of this initiative. The coalition encourages cities to share knowledge as well as best practices for circularity.

Core Focus Areas:

Circular waste management practices: Waste management is integral focusing on waste reduction, reuse, recycling.

Resource efficiency: Focus on reducing consumption of natural resources & increasing reuse of materials.

Economic sustainability: Promotes business models that support long term economic growth while adhering to sustainability.

Low-carbon urban development: Ensures that cities transition to low carbon economies through circular economy practices.

Key Initiatives under C-3:

City to City Partnerships: Facilitating knowledge sharing between cities to exchange best practices & innovation in circular economy implementation.

Private Sector Participation: Encourages engagement from businesses, industries & private sector organizations to develop circular economy models such as resource recovery & use of materials.

Sustainable Urban Solutions: Aiming to reduce urban waste, improve water and energy efficiency as well as ensure that cities become resilient to challenges posed by climate change.

CITIIS 2.0 (City Investments to Innovate, Integrate and Sustain)

CITIIS 2.0 is an urban sustainability initiative designed to support cities in India in achieving comprehensive, climate resilient & circular urban development.

Financial Allocation: ₹1,800 crores allocated under the initiative to support 18 cities across 14 states in India.

Cities Involved: Major cities like Pune, Indore, Surat & others are included with each city implementing integrated sustainable urban solutions based on local needs.

Focus Areas:

Integrated Waste Management: Waste segregation, recycling, management of solid waste and wastewater.

Green Urban Infrastructure: Focus on promoting green spaces, energy efficient buildings & eco friendly transport solutions.

Climate Resilience: Promoting infrastructure that can withstand climate change impacts such as floods, heatwaves, droughts.

Key Programs under CITIIS 2.0:

Waste to Energy Solutions: Promoting technologies that convert waste into renewable energy.

Smart Water Management: Solutions that integrate advanced water treatment & distribution systems to reduce wastage & optimize usage.

12th Regional 3R and Circular Economy Forum (Jaipur)

Forum Theme: Focus on urban sustainability, circular economy, resource efficiency.

Discussion Topics:

Circular Waste Management: Creating systems for reducing waste generation, reusing materials, recycling waste to minimize landfill use.

Climate Change Mitigation: Reducing emissions through better waste management & more sustainable industrial processes.

Technology and Innovation: Showcasing emerging technologies in recycling, waste-to-energy, sustainable manufacturing practices.

Major Players at the Forum: Government representatives from countries like India, Japan, Maldives, Solomon Islands,  Tuvalu.

Mission LiFE (Lifestyle for Environment)

Launched by: Prime Minister Narendra Modi in 2022 during COP26.

Core Components:

Sustainable Consumption: Encourages responsible consumption, reducing waste, promoting energy efficient practices in households, communities, industries.

Carbon Footprint Reduction: Focuses on reducing individual & community level carbon footprints through lifestyle changes.

Global Outreach: India commitment to global sustainability goals with LiFE as a major instrument to drive change.

Focus Areas:

Waste Reduction: Reducing the use of single-use plastics promoting recycling of materials, fostering circular economy principles.

Sustainable Energy Use: Encouraging use of renewable energy sources

Water Conservation: Promoting water saving practices such as rainwater harvesting & improved water usage at home & in agriculture.

Jaipur Declaration (2025-2034)

Jaipur Declaration (2025-2034) was adopted at the 12th Regional 3R and Circular Economy Forum

The declaration is a voluntary, non-political agreement between participating countries & cities to advance circular economy and 3R principles.

Key Principles:

Sustainable Urban Growth: Emphasizing integration of circular economy practices into urban planning as well as development strategies.

Resource Efficiency: Promoting responsible use of resources, reducing waste generation & encouraging reuse as well as recycling of materials.

Global Cooperation: Encouraging countries to share knowledge, technologies & solutions to achieve sustainable urban development.

Key Action Points: Cities & countries are encouraged to set actionable targets for improving waste management systems, reducing pollution as well as achieving carbon-neutral urban development.
