Context:

The State Government of Assam has launched the “co-district” initiative to improve governance and administration.

About Co-District Initiative

  1. It is a new initiative to decentralize government services to bring it closer to the reach of people. A co-district is a smaller area within a district, led by an officer called the Assistant District Commissioner (ADC).
  2. The ADCs will have powers similar to a district commissioner, but for a smaller area, they will have the power to grant permissions for local events and functions, and they can manage important services without requiring people to travel to district headquarters for help.
  3. The main goal is to bring the governance closer to the people and make things work faster. The officers will handle tasks like land issues, welfare programs, disaster management, and even excise duties. They’ll also have the authority to make decisions about important documents like ration cards, caste certificates, and land sale permissions. They can also approve events happening in the area.
  4. With smaller administrative units like co-districts, it becomes easier for people to get their work done without needing to travel far or wait for a long time. The local officers will have direct control over all government departments in their area, making the process quicker and more efficient.
  5. The initiative will roll out in phases; in the first phase, it will be implemented in 39 Assembly constituencies, and phase two will expand to cover 35 more constituencies.
