First investors’ summit to be held in J&K

Context

 Jammu and Kashmir will host it’s first-ever investor summit.

Analysis

  • It will be held in September-October of this year in Srinagar to attract investment and counter perceptions about the State.
  • Sectors in focus:
  1. Horticulture
  2. Tourism
  3. Handicrafts
  4. Power sector
  5. Manufacturing
  • Laws governing ownership of land do not allow non-State subjects (who are not permanent residents of Jammu and Kashmir) to purchase land or immoveable property in the State.
  • However, Land Grants Bill allows the government to lease out land to outsiders for 99 years.
  • If a business gets bankrupt and banks need to liquidate the assets, then leased land cannot be considered under the foreclosure.
  •  This reduces the assets that can be sold off to pay off loans during bankruptcy procedures.
  •  This directly affects the loans available for businesses.

Centre’s high-quality research team to fix cause of AES

News important for:  GS Paper 2 I issues related to health.

Context

 The Central government will constitute an “inter-disciplinary, high quality” research team to detect the actual cause of acute encephalitis syndrome (AES) outbreak in Bihar. READ

Analysis

  • The step comes after the state government supported its ineffective measures to handle the outbreak and fatal conditions in the state even though health remains a state subject.
  • The affidavits come in response to the court’s order to provide details of public medical care facilities, nutrition and hygiene followed in the State.
  • The steps direct to a decrease in the number of AES reported cases in the state.

USTR team to visit Delhi next week 

News important for:  GS Paper 2 I effect of policies and politics of developed and developing countries on India’s’ interest.

Context

Senior officials from the Office of the United States Trade Representative (USTR) will visit India.

About

  • The news visit comes after India and U.S. meet in Osaka, Japan, and discussions on trade, the 5G networks, Iran and energy security.
  • The visit will further strengthen the U.S.-India relationship.
  • The trade talks and tariff barriers will be taken further.

27% of children with disabilities have never been to school: UNESCO

News important for:  GS Paper 2 I issues related to health and education.

Context

The recent report by UNESCO and the Tata Institute of Social Sciences highlights the lacunae in the education system and ensure that no child remains out of the preview of right to education.

 

Findings of the report:

  • More than one in four children with disabilities between ages 5 and 19 in India have never attended any educational institution, while three-fourths of five-year-olds with disabilities are not in school.
  • There are more than 78 lakh children with disabilities in the country between 5-19 years. Only 61% of them were attending an educational institution.
  • The number of children with disabilities enrolled in school drops significantly with each successive level of schooling.
  • There are fewer girls with disabilities in school than boys.
  •  Only 20% of children with visual and hearing impairments had never been in school.

NASA tests launch-abort system for the moon mission

Context

The mission aims at evacuation of astronauts under real-life conditions.

About

  • NASA launched an abort system for the Orion capsule which is designed to take U.S. astronauts to the Moon.
  • This was a three-minute exercise which was aimed to examine the evacuation of astronauts from the capsule in the event of an explosion or rocket booster failure.
  • In real-life conditions, parachutes would open to ease the manned capsule's fall toward the Atlantic Ocean.

Shillong to host a short film festival in November

Context

Shillong will host film festival in six categories

About

  • It is a three-day festival of short films, the Kelvin cinema Festival of Films.
  • The festival will host a national competition for short films with prize money worth ₹4 lakh.
  • The competition will be in six categories — best film, director, actor--male and female, cinematographer and editor.
  • The Guwahati International Film Festival, the Brahmaputra Valley International Film Festival which are of north east region focuses on the cinema of the region.
  •  It is supported by the Federation of Film Societies of India and will be held in the State Central Library in Shillong.

Farmers urge govt. to step up procurement

News important for:  GS Paper 3 I Agriculture produce

Context

 The Cabinet Committee on Economic Affairs decided to marginally hike the minimum support price (MSP) for 14 kharif crops.

Analysis:

  •  MSPs do not actually help the farmer unless procurement is increased.
  • The products are sold at very low prices in the mandi even after government increases the MSPs.
  • The government must guarantee buyback at that rate so that the benefits reach 100% of farmers.
  • The production costs should be calculated including land costs, as recommended by the M.S. Swaminathan Commission.
  • The Centre should ensure the implementation of the PM­AASHA scheme announced last year to increase procurement.
