Karnataka leads the Panchayat Raj Devolution Index.

About Devolution Index (DI)

The Devolution Index (DI) report was released by the Union Ministry of Panchayati Raj and the Indian Institute of Public Administration (IIPA) on February 13, 2024.

The report evaluates states based on six key dimensions: framework, functions, finances, functionaries, capacity enhancement, and accountability.

Overall Rankings

  • Karnataka ranks first with an overall index score of 72.23.
  • Kerala (70.59) and Tamil Nadu (68.38) secure second and third positions, respectively.
  • Maharashtra (61.44), Uttar Pradesh (60.07), and Gujarat (58.26) follow.
  • Bihar, Assam, Sikkim, and Uttarakhand score above the national average of 43.89 but are classified as moderate performers .

  • Financial Autonomy: Karnataka ensures timely release of funds to Panchayats, empowering them with fiscal independence .
  • Gram Sabha and Social Audits: Strong functioning of Gram Sabhas (village councils) and social audits promotes transparency and accountability .
  • Taxation Powers: Gram Panchayats in Karnataka have significant authority to levy taxes, strengthening local governance .
  • Capacity Building: Continuous training programs for Panchayat officials ensure efficient governance .

Challenges and Recommendations

  • Low-Performing States: Bihar, Assam, Sikkim, and Uttarakhand need better financial support and institutional reforms .
  • State Finance Commissions (SFCs): Many states, including Karnataka, must improve implementation of SFC recommendations .
  • Capacity Building: Training programs should cover more rural Panchayat functionaries to enhance governance .
