Context:

The Directorate General of Foreign Trade (DGFT) has launched the enhanced Certificate of Origin (eCoO) 2.0 System.

About the eCoO 2.0 System

It is an upgraded version of the Certificate of Origin (CoO) platform launched by the Directorate General of Foreign Trade (DGFT) to simplify the certification process for exporters, enhance trade efficiency, and improve the Ease of Doing Business.

The system introduces advanced features such as multi-user access, Aadhaar-based e-signing, an integrated dashboard, and Certificate of Origin feature for corrections.

It also supports mandatory electronic filing of Non-Preferential Certificates of Origin and introduces provisions for Back-to-Back Certificates of Origin.

What are the key features of the eCoO 2.0 System?

  • Exporters can authorize multiple users under a single Importer Exporter Code (IEC).
  • Provides flexibility by allowing exporters to use Aadhaar-based e-signatures alongside digital signature tokens.
  • Offers seamless access to eCoO services, Free Trade Agreement (FTA) information, trade events, and other resources.
  • Enables exporters to request corrections to previously issued certificates through an online application process.
  • Facilitates the issuance of certificates for goods not of Indian origin intended for re-export, trans-shipment, or merchanting trade.

The eCoO 2.0 System has streamlined the certification process by:

  • Making electronic filing of Non-Preferential Certificates of Origin mandatory from 1st January 2025.
  • Providing a unified platform for over 7,000 daily eCoO issuances, connecting 125 issuing agencies, 650 issuing officers, and all Indian exporters.
  • Reducing turnaround times and enhancing the Ease of Doing Business for exporters.

Back-to-Back Certificates of Origin are issued for goods not of Indian origin that are intended for re-export, trans-shipment, or merchanting trade. The DGFT introduced this feature to ensure transparency, accuracy, and faster processing times, making it particularly beneficial for intermediary trade through India.
