Despite clear evidence of discrimination, many states resist repeal. Reforms, increased public awareness, and enhanced economic opportunities are essential to dismantle historical stigma and ensure equitable justice for marginalized communities.

Months after the Supreme Court questioned the requirement for decade-old laws that have classified a section of criminals as “habitual offenders” across India, the Government has revealed in Parliament that such laws continue to operate in as many as 14 States and Union Territories.
