Context:

The faculty and staff from 24 Indian Council of Social Science Research (ICSSR) institutions have written to the Minister of Education, expressing concern about the delay in implementing the 7th Central Pay Commission's revised pay scales.

Details

The letter highlighted that while centrally funded academic institutions had retrospectively implemented the 7th Central Pay Commission (CPC) after the Ministry of Education issued an order in January 2016, the ICSSR was still awaiting permission to implement the 7th CPC in its 24 research institutions and 6 regional centers across India.

About Central Pay Commission (CPC)

The Government of India appoints a Pay Commission to provide recommendations on improvements to the salary structure of central government employees.

The first pay commission was established in January 1946.

The current 7th Pay Commission started in January 2016.

AK Mathur chaired the Seventh Pay Commission.

Indian Council of Social Science Research (ICSSR)

It was established by the Union government in 1969 on the recommendation of Prof. V. K. R. V. Rao Committee.

It is an autonomous organization that works under the Ministry of Education.

Main Function

  • It funds social science research programmes and projects.
  • It administers grants and fellowships for research in the social sciences.
  • It identifies areas where social science research should be supported and takes special initiatives to develop research in underserved or new areas.
