Context:  

The Union government launched the 'Jalvahak' scheme to incentivise cargo movement via inland waterways.

About the Scheme:

Aim

To unlock the commercial potential of inland waterways, reduce logistics costs, and ease road and rail networks.

Features

Cargo owners transporting goods over 300 km on waterways receive up to 35% reimbursement of operating costs.

The scheme duration is 3 years.

It is designed to optimize supply chains for large shipping companies, freight forwarders, and commercial entities.

Significance

Promotes sustainable and cost-effective transport across National Waterways 1 (Ganga), 2 (Brahmaputra), and 16 (Barak River).

Encouragement for Freight

Encourages long-distance freight and ensures timely delivery through regular freight services.

Scheduled Service

Fixed scheduled cargo service from Haldia for NW 1 and NW 2.

Ships will sail between Kolkata Patna Varanasi Patna Kolkata on NW 1.

Ships will sail between Kolkata and Pandu in Guwahati on NW 2 via the Indo Bangladesh Protocol Route (IBPR).

Implementation

Jointly implemented by the Inland Waterways Authority of India (IWAI) and Inland and Coastal Shipping Ltd (ICSL).

About Inland Waterways Authority of India (IWAI)

It is the statutory authority in charge of the waterways in India. It was constituted under the IWAI Act 1985 by the Parliament of India. It was created by the Government of India on 27 October 1986. The Authority also has its regional offices at Patna, Kolkata, Guwahati and Kochi and sub-offices at Prayagraj, Varanasi, Bhagalpur, Farrakka, and Kollam.

Headquarters: Noida, Uttar Pradesh.

About Inland and Coastal Shipping Ltd (ICSL)

It is the Shipping Corporation of India (SCI)’s wholly owned subsidiary that was incorporated in 2016 after the Maritime India summit for undertaking/providing transport services through Inland waterways, coastal shipping, and end-to-end logistics.

Inland waterways transport is not only an environment-friendly and fuel-efficient mode of transport, but would also help reduce overall logistics costs, providing affordable transport solutions connecting the country’s vast hinterland.
