Context:

The Union Cabinet approved the ‘Modernisation of Command Area Development and Water Management (M-CADWM)’ as a sub-scheme of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY).

About M-CADWM  

It aims to upgrade old irrigation systems so that water can reach farms more effectively. Currently, many farmers don’t get enough water because the systems are outdated. This new scheme will fix that problem by using advanced technology like IoT (Internet of Things) and SCADA (a system to monitor and control water flow). 

The government initially allocated ₹1,600 crore for this project for 2025-2026 and is designed to improve irrigation infrastructure across India. 

Features of the M-CADWM Scheme

  • Underground Piped Irrigation Systems: Farmers will get pipes installed underground to carry water directly to their fields. These pipes will cover up to 1 hectare per farm and help with micro-irrigation, which means using small amounts of water very efficiently.
  • Use of Technology: Advanced tools like IoT and SCADA will track water usage and manage supplies better. This will help farmers know exactly how much water they’re using and avoid waste.
  • Farmer Empowerment: Farmers will be trained to manage irrigation systems themselves through Water User Societies (WUS). These groups will work with other farmer organizations to ensure sustainable water use.
  • Youth Engagement: The scheme aims to attract young people to farming by introducing them to modern irrigation techniques. This will make farming more appealing to the younger generation.

Irrigation Management Transfer (IMT) means giving control of irrigation systems to Water User Societies (WUS). These societies are groups of farmers who will manage the irrigation systems themselves. They will also get support to connect with other farmer groups, like Farmer Producer Organizations (FPOs), to ensure long-term success.

Way Forward

The M-CADWM scheme is a major step toward improving irrigation in India. It combines technology, sustainability, and community involvement to help farmers grow more crops with less water. By empowering farmers and attracting youth, it aims to transform Indian agriculture into a modern and thriving industry.
