Context:

  • Recently, NCSC has reprimanded the Punjab government for not helping the victim of Schedule caste.

About NCSC:

Establishment:

  • The National Commission for Backward Classes (NCBC) was set up in 1993.
  • Later, the 102nd Amendment Act of 2018 conferred a constitutional status on the Commission.
  • For this purpose, the amendment inserted a new Article 338-B in the constitution. Hence, the Commission ceased to be a statutory body and became a constitutional body.
  • It is an Indian constitutional body under the jurisdiction of Ministry of Social Justice and Empowerment.

Membership:

  • The Commission consists of a chairperson, a vice-chairperson and three other members.
  • They are appointed by the President by warrant under his hand and seal. Their conditions of service and tenure of office are also determined by the President.

Purpose:

  • Its objective is to investigate and monitor all issues pertaining to the safeguards provided for the Scheduled Castes under any law for the time being in force or under any order of the Government of India.
  • The Commission also enquires into specific complaints with respect to the deprivation of rights and safeguards provided for the Scheduled Castes.
  • It was established with a view to provide safeguards against the exploitation of Scheduled Castes and Anglo Indian communities to promote and protect their social, educational, economic and cultural interests, special provisions were made in the Constitution.
