Context: The training course offered by NIPUN for the construction employees working on the Central Vista project in New Delhi is now complete. Construction workers employed in the real estate sector can benefit from this project, which was started by the minister of housing and urban affairs, to close skill gaps and better prepare them for employment in the future.

Details

  • The Central Vista project's certified workers received their certificates, as well as insurance coverage of Rs 2 lakhs and an assurance of prize money of Rs 500, granted by the Government of India under the NIPUN programme, at a ceremony staged to recognise the program's success.

NIPUN Scheme

  • The main objective is to train more than 1 lakh construction workers through new skill development and upskilling initiatives.
  • The Ministry of Housing and Urban Affairs (MoHUA) has launched the project NIPUN.
  • This initiative is part of the Deendayal Antyodaya Yojana-National Urban Livelihoods Mission's main programme (DAY-NULM).
    • The National Urban Livelihoods Mission (NULM), which has had a transformational impact, has helped urban poor households become less vulnerable by offering opportunities for upskilling and employment to urban residents, particularly young people.

Implementing Agency: National Skill Development Corporation (NSDC)

  • The Ministry of Skill Development & Entrepreneurship (MSDE) administers NSDC, which is the nodal agency of MSDE.
  • The whole management of training, monitoring, and applicant tracking will fall under the purview of NSDC.

NIPUN Project is to be executed in 3 parts

  • Training through Recognition of Prior Learning (RPL) at construction sites. Through industry associations, 80,000 construction employees will receive on-the-job skill training as part of the RPL certification.
  • Over 14,000 individuals will receive training through fresh skilling by the plumbing and infrastructure Sector Skill Council (SSC) in trades with significant employment potentials.
  • International placement through businesses, construction companies, or builders: The educational programmes follow the National Skills Qualifications Framework (NSQF). It will only be taught at training facilities that are affiliated with and accredited. Additionally, it is planned for NSDC to place 12,000 personnel in overseas nations like the UAE, the Kingdom of Saudi Arabia, and other Gulf countries.

Significance of the NIPUN Scheme

  • Access to New Opportunities: The NIPUN scheme offers construction employees the chance to look for better employment possibilities, earn more money, and possibly explore international employment.
  • Skill Advancement: By improving their capabilities and broadening their skill sets, construction workers can adopt advanced techniques while considering future trends related to the construction sector.
  • Entrepreneurial Spirit: Giving urban workers access to options for self-employment and skilled wage labour has fostered and supported it. Construction workers will be able to improve their proficiency and expertise due to this effort.
  • Social Security: It will provide them with "Kaushal Bima," a two-lakh rupee accidental insurance policy, and digital skills like cashless transactions.
  • Growth of Economy: This programme will boost GDP growth because the sector makes a significant contribution to the country's GDP.
