Details

The National Centre for Good Governance (NCGG) has launched its first Mid-Career Training Programme for civil servants from BIMSTEC nations (from October 14 to October 25, 2024). This program takes place in Mussoorie and New Delhi and aims to improve regional cooperation and governance standards among BIMSTEC countries.

About National Centre for Good Governance (NCGG) 

It is an autonomous institution under the Ministry of Personnel, Public Grievances, and Pensions.

It was established in 2014, however, its origin can be traced back to the National Institute of Administrative Research (NIAR), which was set up in 1995 by the Lal Bahadur Shastri National Academy of Administration (LBSNAA). NIAR was later restructured and subsumed into NCGG.

Its main office is in New Delhi, with a campus in Mussoorie. It is managed under the direction of a Governing Body headed by the Cabinet Secretary.

Objectives

Conducting studies and preparing case studies on governance reforms.

Providing training programs for civil servants from India and other developing countries.

Providing a platform for sharing best practices and innovative ideas in governance.

Offering consultancy on governance issues both within and outside India.

Functions and Activities

Training civil servants from various countries, including Maldives, Cambodia, and Latin American & Caribbean nations.

Programs like the Leadership Development Programme in Science & Technology (LEADS).

Organizing events on citizen-centric governance and public policy.

Engaging in action research on governance, public policy, and public management.

About BIMSTEC

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) was established in 1997 through the Bangkok Declaration.

It was started with four member countries: Bangladesh, India, Sri Lanka, and Thailand. Nepal joined as an observer in 1998 and later became a full member in 2004, alongside Bhutan. Currently, BIMSTEC consists of seven member countries:

  1. Bangladesh
  2. India
  3. Myanmar
  4. Sri Lanka
  5. Thailand
  6. Nepal
  7. Bhutan

The Permanent Secretariat is in Dhaka, Bangladesh.

Objectives

To promote regional growth and counter global challenges by encouraging cooperation among member countries.

To utilize shared resources and geographical advantages.

To enhance economic and technical collaboration.

Significance

About 22% of the world's population lives in the BIMSTEC member nations, which collectively have $2.7 trillion of Global GDP.

The BIMSTEC countries have registered annual growth rates between 3.4% and 7.5% from 2012 to 2016.

Around 25% of the world’s traded goods pass through the Bay of Bengal.

The BIMSTEC Charter was adopted during the 5th Summit in 2022, it officially came into force in May 2024, after Nepal’s parliament ratified it. This charter allows the group to engage in structured diplomatic dialogues with other countries and organizations.
