Context:

The Union Cabinet approved the proposal for rationalisation of all Centrally Sponsored Schemes (CSS) operating under the Ministry of Agriculture and Farmers welfare into two-umbrella Schemes viz. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY). 

Overview of two new schemes: Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY)

They are government initiatives aimed at enhancing agricultural development.

It will rationalise all Centrally Sponsored Schemes (CSS) operating under the Ministry of Agriculture and Farmers into two-umbrella Schemes viz. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY).

Ex. Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) scheme is being updated to include a new component called MOVCDNER-Detailed Project Report (DPR), offering flexibility to address specific regional challenges.

Purpose of Rationalisation

To avoid duplication, ensure convergence and provide flexibility to States.

Focus on emergent challenges of Agriculture – Nutrition security, Sustainability, Climate resilience, value chain development & private sector participation.

State governments will be able to draw a comprehensive strategic plan suiting their requirements for the agriculture sector.

Annual Action Plan (AAP) of States can be approved in one go rather than approving individual scheme-wise AAPs.

About

It is the scheme which provides incentives to the state government to make comprehensive agriculture development plans for ensuring integrated development of agriculture and allied sectors. 

History

The Rashtriya Krishi Vikas Yojana (RKVY) was launched by the Union government in 2007-08.

In the 2017 -18, the RKVY was converted into Rashtriya Krishi Vikas Yojana - Remunerative Approaches for Agriculture and Allied Sector Rejuvenation (RKVY-RAFTAAR) with a major focus on pre and post-harvest infrastructure, besides promoting agri - entrepreneurship, innovations and value addition.

Now, it has been replaced by Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY). 

Budgetary allocation

Out of the Rs. 1,01,321.61 crore allocated for the two scheme allocation for RKVY is Rs. 57,074.72 crore

Under PM-RKVY, the state governments are given the flexibility to reallocate funds from one component to another based on their state-specific requirements.

Objective

PM-RKVY focuses on sustainable agricultural practices, ensuring long-term viability and environmental health.

Implementation

It will be executed through state governments, allowing for localised strategies and adaptations.

Mission Mode Initiatives

National Mission for Edible Oil-Oil Palm (NMEO-OP) which aims to enhance domestic production of edible oils.

Clean Plant Program which focuses on improving plant health and productivity.

National Mission for Edible Oil-Oil Seeds (NMEO-OS) enhances the production of oil seeds.

Krishonnati Yojana (KY)

About

The government of India introduced the Green Revolution Krishonnati Yojana in 2005 to boost the agriculture sector.

It has now been renamed as Krishonnati Yojana.

Government through the scheme plans to develop the agriculture and allied sector in a holistic & scientific manner to increase the income of farmers.

The scheme looks to enhance agricultural production, productivity and better returns on produce.

Components

It is an umbrella scheme of 12 schemes/missions of the central government and centrally sponsored schemes related to the agriculture sector. 

Mission for Integrated Development of Horticulture (MIDH)
MIDH aims to grow the horticulture sector, increase production, and improve nutrition and income for farm families.

National Food Security Mission (NFSM)
NFSM aims to boost production of rice, wheat, pulses, and commercial crops. It focuses on improving soil health and reducing the need to import edible oils.

National Mission for Sustainable Agriculture (NMSA)
NMSA promotes sustainable farming practices that suit specific environments and encourages resource conservation.

Sub-Mission on Agriculture Extension (SMAE)
SMAE aims to strengthen agricultural extension services. It focuses on food security, empowering farmers, and improving communication among stakeholders.

Sub-Mission on Seeds and Planting Material (SMSP)
With a central share of Rs. 920.6 crore, SMSP aims to increase the production of quality seeds and improve the seed supply chain and infrastructure.

Sub-Mission on Agricultural Mechanisation (SMAM)
SMAM seeks to promote farm machinery access for small farmers and provide training through demonstrations.

Sub-Mission on Plant Protection and Quarantine (SMPPQ)
SMPPQ, with Rs. 1022.67 crore, focuses on protecting crops from pests and diseases. It aims to enhance agricultural bio-security and promote good farming practices.

Integrated Scheme on Agriculture Census, Economics and Statistics (ISACES)
ISACES conducts agricultural censuses and improves agricultural statistics and research.

Integrated Scheme on Agricultural Cooperation (ISAC)
With a central share of Rs. 1902.636 crore, ISAC provides financial help to cooperatives and supports marketing and processing to improve farmers' incomes.

Integrated Scheme on Agricultural Marketing (ISAM)
ISAM develops marketing infrastructure and establishes a nationwide information network for agricultural markets.

National e-Governance Plan (NeGP-A)
NeGP-A aims to improve farmers' access to information and services, integrating existing technology to boost productivity.
