Context:

Canada has introduced the Rural Community Immigration Class (RCIC) program to offer opportunities for students to settle in the country by committing to living and working in designated rural communities.  

About the Rural Community Immigration Class (RCIC) scheme  

It is a new programme launched by Immigration, Refugees and Citizenship Canada (IRCC) in December 2024.

It aims to address labour shortages and promote growth in smaller rural communities by offering foreign nationals, including international students, the opportunity to apply for Permanent Residency (PR) if they commit to living and working in these designated areas.

What are the eligibility criteria for applying to the RCIC programme?

  • Education Level: Applicants must have at least a 10+2, graduation, or secondary school qualification.
  • Studies: Students who have completed 18 months of study in a designated rural community are eligible to apply for PR directly. Students who studied outside these areas can also apply but need to meet additional conditions.
  • Job Offer: Applicants must have a job offer from a registered employer in a rural community. The job can be in any category, including non-skilled roles.
  • Work Experience: While relevant work experience is generally required, international graduates may have this waived under certain conditions.
  • Language Proficiency: Applicants must meet the Canadian Language Benchmark (CLB) based on the job’s NOC TEER level. For example, TEER 0-1 requires CLB 6, TEER 2-3 needs CLB 5, and TEER 4-5 needs CLB 4.
  • Financial Proof: Applicants need to show they can sustain themselves by meeting half of the low-income threshold for rural areas.
  • Candidates need to provide evidence that they plan to live in the rural community for the long term.

The RCIC scheme presents an opportunity for students to settle in Canada, mainly in rural areas where there is less competition.
