SAANSAD ADARSH GRAM YOJNA

Context: The Saansad Adarsh Gram Yojana (SAGY) structure does not include any additional funding allocations, nor the details of the funds raised from various sources for the development of SAGY Gram Panchayats maintained centrally, according to the Union Minister of State for Rural Development's statement in the Lok Sabha.

Sansad Adarsh Gram Yojana (SAGY)

  • It is a village development initiative launched by the Union Government in 2014.
  • According to the initiative, each Member of Parliament would be in charge of developing institutional and physical infrastructure in three villages (Adarsh Grams) by 2019.
    • After that, five such Adarsh Grams (one each year) are to be identified and developed by 2024.
  • SAGY aims to introduce essential values in the villages and their inhabitants well beyond only infrastructural development, making them role models for others.
  • Selecting villages
    • Lok Sabha members can choose any Gram Panchayat from within his/her constituency.
    • Rajya Sabha members can choose any Gram Panchayat from the rural area of a district of his/her choice in the State from which he/she is elected.
    • Nominated members can choose a Gram Panchayat from the rural area of any district in the country.
  • The Program is being closely coordinated and monitored by the Ministry of Rural Development, which serves as the nodal ministry.

Core Value of the Saansad Adarsh Gram Yojana

  • Promoting citizen participation as a goal, facilitating the participation of all societal groups in all aspects of village life, particularly in decision-making regarding governance.
  • Following Antyodaya, which aims to improve the lives of the "poorest and the weakest individual" in the community.
  • Promoting harmony and prosperity throughout the village.
  • Promoting gender equality and making sure that women are respected.
  • Developing a spirit of volunteerism, community involvement, and labour dignity.
  • Making social justice a priority.
  • Encouraging the culture of cleanliness.
  • Encouraging self-reliance, self-help, and mutual collaboration.
  • Promoting accountability, openness, and integrity in public life.
  • Strengthening regional autonomy.
  • Preserve and support the community's cultural heritage.
  • Maintaining a balance between growth and environment by living in harmony with nature.
  • Upholding the principles outlined in the Indian Constitution's Fundamental Rights and Fundamental Responsibilities.

Main Objectives of the Saansad Adarsh Gram Yojana

  • Initiate actions that will help the identified Gram Panchayats develop completely.
  • Significantly enhance the standard of living and quality of life for everyone through; Improved basic amenities, Higher productivity, enhanced human development, better livelihood opportunities, Reduced disparities, Wider social mobilization, and Enriched social capital.
  • To build models of local growth and efficient local administration that might encourage and inspire nearby Gram Panchayats to take notes and make changes.
  • To develop the selected Adarsh Grams as centres for guiding other Gram Panchayats about local development.

Approach: The following strategy would be used by SAGY to achieve its objectives:

  • Utilizing the MPs' leadership, ability, passion, and enthusiasm to create Gram Panchayats that raised the standard high.
  • Mobilizing and motivating the community for cooperative local development.
  • Integrating different government programmes with nonprofit and private efforts to create holistic development that is in line with local potential and social aspirations.
  • Establishing alliances with cooperatives, academic institutions, and non-profit organisations.
  • Concentrating on sustainability and results.

Funding: The Yojana receives no fresh funding, and funds may be raised in the following ways:

  • Funds from existing programmes like the Backward Regions Grant Fund, Pradhan Mantri Gram Sadak Yojana, and Mahatma Gandhi National Rural Employment Guarantee Plan, among others.
  • Member of Parliament Local Area Development Program (MPLADS).
  • The revenue generated by the gramme panchayat.
  • Grants made by the Central and State Finance Commissions.
  • Corporate Social Responsibility funds.

Recent steps taken by the Government to improve the Scheme's execution:

  • To give SAGY importance in various schemes, 26 Schemes of 17 Ministries of the Union Government have been revised, and necessary advisories have been released.
  • A compilation of 127 Central Sector, Centrally Sponsored, and 1806 State Schemes has been released by the government for convergence under SAGY. This booklet serves as a convenient reference for the many plans for potential convergence at the Gram Panchayat level, particularly for the Members of Parliament, District, and Village level authorities.
  • The Ministry of Rural Development conducts periodic evaluations of the SAGY, which may involve the Performance Evaluation Committee, Common Review Missions, National Level Monitors, Concurrent Monitoring, and Impact Assessment studies.
  • To improve the knowledge of villagers and village-level officials and to achieve 100% enrolment into the social/financial Security Schemes in SAGY Gram Panchayats, the Ministry has published a document named "SAHYOG" as an informative guidance document with the relevant information on the existing social security schemes collected from respective Ministries.
  • To encourage competition among the chosen SAGY GPs, recently developed parameters for the dynamic ranking of Gram Panchayats were posted on the internet.
  • To promote sanitary behaviour and practises among the villages of SAGY-GPs, the Ministry has launched the Achhi Aadat Campaign.
