The Union Minister of Youth Affairs and Sports chaired a meeting to discuss the Draft National Sports Governance Bill 2024.
The draft is designed to develop a transparent and effective governance framework for sports. It focuses on several critical areas; including the establishment of a central regulatory authority, ethical standards, athlete welfare, and dispute resolution mechanisms.
It aims to align Sports Governance in India with global standards to ensure fair play and promote the development of sports culture in the country.
It will establish the Sports Regulatory Board of India as the central regulatory authority that will be responsible for recognizing National Sports Federations (NSFs) and ensuring compliance with governance, financial, and ethical standards.
The governance structure will align with international policies, including the Olympic and Paralympic Charters. The size of the Executive Committee (EC) is to be restricted to 15 members, and leadership positions will be open to citizens with the usual terms and conditions.
Mandatory establishment of Ethics Commissions and Dispute Resolution Commissions at the National Olympic Committee (NOC), National Paralympic Committee (NPC), and NSF levels to ensure compliance with integrity, transparency, and fairness in administration and decision-making processes.
It mandates the formation of the Athletes Commissions to provide a platform for athletes to raise their concerns and also ensures that athletes participate in decision-making processes.
It introduces policies to protect athletes from abuse, harassment, and discrimination. It establishes support systems for athletes to report and address grievances.
It will establish the Appellate Sports Tribunal to address sports-related disputes in a cooperative, impartial, and effective manner.
The Ministry of Youth Affairs and Sports (MYAS) regulates sports policies and funding In India. It makes rules for national sports federations and provides financial support to develop sports infrastructure.
Sports Authority of India (SAI) focuses on building sports facilities and training athletes. They run training centres across the country to help athletes improve their skills.
Indian Olympic Association (IOA) is in charge of Olympic sports in India. They organize India’s participation in the Olympics and coordinate with international sports bodies.
National Sports Federations (NSFs) manage national championships, select teams for competitions, and conduct training programs for athletes. Each NSF manages a specific sport.
The National Sports Development Code of India (2011) lays out guidelines for managing sports in India. It aims for transparency and accountability in sports organizations.
The National Code for Good Governance in Sports (2017) sets standards for good governance in sports organizations. It promotes ethical practices and fair play.
There are no strong laws regulating sports, which leads to unaccountable organizations and a complex governance structure.
Corruption and mismanagement of Funds in sports organizations is a huge challenge.
Inadequate funding and poor infrastructure slow down the growth of sports, and also resources aren’t distributed fairly.
Draft National Sports Governance Bill (2024) to create a clear governance structure for sports. It focuses on athlete welfare, ethical standards, and resolving disputes.
Promotion of Grassroots Sports to find and nurture young talent, ensuring a bright future for Indian sports.
Programs like the Target Olympic Podium Scheme (TOPS) offer financial help and resources to top athletes preparing for international events.
