Context:

The Union Home Ministry has urged state governments to prevent the misuse and improper depiction of the State Emblem.

Key Points of the Directive

Incomplete Depiction of the Emblem:

  • The Ministry highlighted that many government agencies and individuals are using the State Emblem of India on stationery, publications, seals, vehicles, buildings, and websites without including the motto "Satyameva Jayate".
  • The emblem is considered incomplete without the motto, and such incomplete displays violate the State Emblem of India (Prohibition of Improper Use) Act, 2005.

Design Specifications:

  • The emblem must conform to the design specifications outlined in Appendix I and II of the Schedule of the Act.
  • The emblem features the Lion Capital of Ashoka with three lions mounted on an abacus, a Dharma Chakra in the center, a bull on the right, and a galloping horse on the left. The motto "Satyameva Jayate" must be inscribed below the Lion Capital in Devanagari script.

Unauthorized Use:

  • The Ministry noted that unauthorized individuals and organizations are using the emblem on stationery, vehicles, and other materials.
  • The use of the State Emblem is restricted to specific authorities and purposes as defined under the State Emblem of India (Prohibition of Improper Use) Act, 2005, and the State Emblem of India (Regulation of Use) Rules, 2007.

Strict Action:

  • The Ministry has urged State governments to take strict action against officials responsible for the incomplete display of the emblem and against individuals or organizations using it without authorization.
