Former Supreme Court Justice Madan B. Lokur has been appointed as Chairperson of the United Nations Internal Justice Council (IJC), which aims to enhance justice administration by ensuring equitable dispute resolution processes. The IJC, managed by the UN Secretary-General, identifies and interviews candidates for UN Dispute and Appeals Tribunal positions.

Context:

Former Supreme Court Justice Madan B. Lokur has been appointed Chairperson of the United Nations Internal Justice Council.  

Details

Justice Lokur was born in 1953 and became a Supreme Court of India judge in June 2012. He retired in December 2018.

In 2019, Justice Lokur was appointed to the Fiji Supreme Court. He became the first Indian judge to serve on the Supreme Court of another country.

About United Nations Internal Justice Council (IJC)

It was established by the United Nations General Assembly as part of the reformed internal justice system. Its mission is to ensure accountability, independence, and professionalism in the UN's internal justice systems.

The IJC is managed by the UN Secretary-General, with additional supervision provided by the UN General Assembly.

It aims to improve the administration of justice within the UN by ensuring that the dispute resolution process between staff and management is equitable and transparent.

The IJC is composed of five members

  • One Staff Representative
  • One Management Representative
  • Two Distinguished External Jurists (nominated by both staff and management)
  • One Chairperson (selected by consensus).

Powers and Functions

The IJC identifies and interviews candidates for positions at the UN Dispute Tribunal (UNDT) and the UN Appeals Tribunal (UNAT).

It recommends two or three candidates for each vacancy to the General Assembly to ensure geographical diversity.

It provides the General Assembly with recommendations on how to implement the justice system.

It monitors the independence and accountability of the United Nations' internal justice mechanisms.

Chairperson

The Chairperson is selected by consensus among the four other Council members and is officially appointed by the UN Secretary-General. 

The Chairperson serves a four-year term. Justice Lokur's current term concludes on November 12, 2028.
