Context:

Israel and Lebanon agreed to a ceasefire after Israel's security cabinet approved a US-backed proposal to end the 13-month conflict. The ceasefire proposal is based on the provisions of Resolution 1701, which was passed by the United Nations Security Council (UNSC) in 2006.

What is UNSC Resolution 1701?

UNSC Resolution 1701 was unanimously adopted by the UN Security Council in 2006. 

The resolution's main goal is to put an end to hostilities between Israel and Hezbollah by establishing a permanent cease-fire and creating a buffer zone along the Israel-Lebanon border. 

It authorized the United Nations Interim Force in Lebanon (UNIFIL) to monitor the cease-fire and assist Lebanon in maintaining stability.

Key Provisions of UNSC Resolution 1701

It demands that all Hezbollah attacks and Israel's offensive military operations be stopped immediately.

The resolution calls for the disarming of all armed groups in Lebanon, leaving only the Lebanese State in charge of weapons.

It calls for complete respect for the Blue Line (the border between Lebanon and Israel) and the creation of a demilitarized zone between the Blue Line and the Litani River.

The resolution prohibits the presence of foreign forces in Lebanon without the approval of the Lebanese government.

It ensures that no arms or military equipment are supplied to Lebanon without the government's authorization.

The resolution mandates UNIFIL to:

Monitor the ceasefire.

Support the Lebanese Armed Forces (LAF) as Israeli forces withdraw from southern Lebanon.

Ensure the safe return of displaced persons.

What is the Blue Line?

The UN established the Blue Line as a temporary line of withdrawal in 2000 following Israel's withdrawal from southern Lebanon. 

It is not an official border, but rather a boundary used to ensure that Israeli forces have fully withdrawn. UNIFIL monitors the Blue Line to prevent violations on both sides and to reduce tensions.

How is Resolution 1701 Implemented?

UNIFIL is responsible for monitoring the Blue Line, reporting violations to the UN Security Council, and preventing future violations.

The Israeli and Lebanese governments are responsible for deciding the future border between their countries. UNIFIL coordinates and communicates with both sides to ensure that the provisions of Resolution 1701 are followed.
