Vibrant Villages Programme-II (2024–29) is a ₹6,839 crore Central Sector Scheme to develop strategic border villages beyond the northern border. It aims to boost infrastructure, livelihoods, education, tourism, and security. Unlike VVP-I, it includes all international borders, promoting self-reliant, secure, and vibrant communities with active local participation.

The Union Cabinet chaired by the Prime Minister approved the Vibrant Villages Programme -II .
The Programme will run from 2024-25 to 2028-29 and focuses on making international border villages safe, secure, and vibrant.
It is a Central Sector Scheme, with ₹6,839 crore, fully contributed by the Union Government.
VVP-II targets strategic villages in the States/UTs of Arunachal Pradesh, Assam, Bihar, Gujarat, J&K (UT), Ladakh (UT), Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand, Uttar Pradesh and West Bengal.
It aims to create jobs, improve infrastructure, and make villagers feel proud of their role in securing India’s borders. It builds roads, sets up SMART classrooms in schools, promotes tourism, and supports local businesses like cooperatives and self-help groups (SHGs).
The program encourages villagers to act as “eyes and ears” for border security forces by reporting suspicious activities.
The Ministry of Home Affairs initiated the Vibrant Villages Programme to improve the quality of life in border areas and strengthen border security.
VVP-I (launched in 2023) focused only on northern borders, however, VVP-II expands its scope to cover other international borders. Together, both phases aim to transform border villages into self-reliant and vibrant communities.
